THIS WRIT PETITION IS LISTED FOR PRELIMINARY HEARING IN 'B' GROUP, THIS DAY, AN ORDER IS MADE AS UNDER:
ORAL ORDER Sri.M.C.Basavaraju, counsel for the petitioner and Smt.H.R.Renuka, counsel for the respondents, appeared in person. The writ petition is filed to quash the endorsement dated 30.09.2020 vide Annexure A and the endorsement dated 18.03.2021 vide Annexure G.
2. Counsel for the respective parties presented several contentions. 3. Counsel for the petitioner in presenting his argument strenuously urged that the issuance of endorsement are contrary to the law laid down by the Apex Court in Rafiq Masih's case. Counsel therefore submits that the endorsements are liable to be quashed. 4. In reply to this contention, counsel for the respondent submits that there is an inordinate delay in availing the endorsements. She submitted that the endorsements were issued in 2020 and 2021. However, the writ petition was filed in
2026. There is a delay of almost 6 years. Hence, the writ petition may be dismissed on the grounds of delay and laches. 5. Heard the contentions and perused the papers with utmost care. - 3 -

6. The issue falls within a narrow compass and relates to the endorsements issued by the corporation. The corporation issued the endorsements in 2020 and 2021. However, the writ petition was filed in 2026. There is an inordinate delay of almost 6 years in filing the writ petition. The cause shown in the memorandum of writ petition about the delay and latches is that the petitioner had filed several representations.
However, the same were not considered by the corporation. However, there is nothing on record to show that such representations were filed by the petitioners, and the same were not considered by the corporation. The endorsements were issued 6 years ago. There is an inordinate delay of 6 years; hence writ petition is liable to be dismissed on the grounds of delay and laches. The writ petition is dismissed.
