APHC010549182024 IN THE HIGH COURT OF ANDHRA PRADESH AT AMARAVATI WRIT PETITION No.29058 of 2024 Bench Sr.No:-3 [3552] Dr. Y. R. Ambedkar and others ...Petitioners Vs. The State of Andhra Pradesh and others ...Respondents ********** Advocate for petitioners : Sri Mohammed Gayasuddin Advocate for respondents : Learned Additional Advocate General, Sri Y. V. Anil Kumar, Sri R. Chandra Reddy, Dr. Iqbal Hyder (party-in- person). CORAM : THE CHIEF JUSTICE DHIRAJ SINGH THAKUR SRI JUSTICE CHALLA GUNARANJAN DATE : 23rd January 2026 P C : The petitioners in the present petition have challenged Sri Venkateswara Veterinary University Teachers (Career Advancement Scheme) Regulations, 2018 (for short, “Regulations of 2018”) framed by Sri Venkateswara Veterinary University to the extent that the same were not in consonance with the regulations framed by the University Grants Commission. 2. It appears that the petitioners have also separately filed a writ petition challenging the rejection of their case for grant of benefits under the Career Advancement Scheme, which is currently pending before the learned single Judge. 2 3. We are of the opinion that the present petition is not maintainable in view of the fact that the petitioners have already preferred an earlier petition in which the Regulations of 2018 could have been challenged. Filing a petition separately for challenging the Regulations and continuing with the earlier petition in which the petitioners challenge the rejection on the basis of the Regulations of 2018, in our opinion, is impermissible. 4. We, therefore, dismiss the present writ petition with liberty to the petitioners to seek appropriate amendment in the writ petition earlier filed in which they may seek to incorporate the challenge to Regulations of 2018. No order as to costs. Miscellaneous Petitions pending, if any, shall stand closed. DHIRAJ SINGH THAKUR, CJ CHALLA GUNARANJAN, J AMD 3 HON’BLE MR.
