The Respondent No.6 claims to be the member of the Settibalija BC-B community and had secured permission for running the liquor shop. A dispute was raised by the Petitioner’s association stating that the Respondent No.6 does not belong to the Settibalija community to be allotted a liquor license. The District Collector, after thorough enquiry, vide Orders dated 19.04.2026 in ROC No. Roc.No.C4/E/98007/2025, had annulled the Community Certificate of the Respondent No. 6 while directing the District Prohibition and Excise to cancel the license issued to the Respondent No. 6. Questioning the same, the Respondent No. 6 filed an appeal before the Government under Rule 11 (1) of the Rules. On 23.04.2026, the respondent No. 2 passed interim orders staying the operation of the Orders of the District Judge. Hence, the present Writ Petition. 3. Learned Counsel for the Petitioner submits that the District Collector had given a Report dated 19.04.2026, taking note of all the 4 documents and the contentions of the Respondent No.6 and the immediate relatives of the Respondent No.6 and the impugned Order without giving any reason cannot be sustained. He further submits that the Petitioner, being the complainant, ought to have given a notice before passing the impugned order. 4. Respondent No. 6 filed a caveat, and Sri P. Rajasekhar, learned counsel, appeared on behalf of Sri M. Sree Rama Rao and submits that reasons need not be assigned at this stage and that the Petitioners do not have any locus standi to maintain the Writ Petition as they do not come under personally aggrieved parties. 5. Heard the learned respective counsel. 6. The issue involved in this Writ Petition is only with regard to the stay granted by the Appellate Authority. As rightly contended by the learned counsel for the petitioner, the impugned Order does not contain any prima facie reasons to grant a stay of the Orders of the District Collector. However, rather than going back and forth on the issue of the stay, this Court feels that it would be appropriate to direct the Respondent Nos. 1 and 2 to dispose of the appeal as expeditiously as possible, rather than keeping the appeal pending. 7. Accordingly, the Writ Petition is disposed of with the following directions: 5 i) The Respondent Nos. 1 and 2 are directed to dispose of the Appeal filed by the Respondent No.6 questioning the Orders passed by the District Collector, Eluru, in Roc.No.C4/E/98007/2025, dated 19.04.2026 within a period of two months from the date of receipt of a copy of this Order. ii) There shall be no order as to costs.
