Heard Mr. Harendra Yadav, learned Counsel for the petitioners and Mr. Shashi Shekhar Tiwari, learned Additional Government Advocate on behalf of the State. 2. According to the First Information Report ('FIR' for short), a Scorpio Car hit a bicycle, which a boy aged 15 years was riding. The boy was injured. He was conveyed to Azamgarh for treatment. The Scorpio Car also hit a parked car, which was standing at a place not meant for parking. Regarding this incident, it is mentioned that locals, who are the petitioners, Satyam Giri, Shivam Giri, Goli Giri and Sheshnath Giri, garnered support of some 100-150 locals in the afternoon hours at 03:30, brought barricading material, including bricks, and completely blocked the main Mau-Azamgarh Highway. This blockade lasted from 03:30 p.m. to 06:30 p.m., which led to long queues of vehicles on either side, which were stranded. Even ambulances could not move, which were carrying patients, as also other vehicles, carrying women and children. Their condition worsened due to heat. Additional police force had to be summoned to the spot, and after a lot of efforts, the blockade could be Versus Counsel for Petitioner(s) : Harendra Yadav Counsel for Respondent(s) : G.A. The petitioners are named in the FIR, and as the learned Counsel appearing for them very fairly tells us, it was their car which was hit by the Scorpio Car, which the Police say was parked at a wrong place. Whatever it might be, the action of the petitioners in setting up a blockade on the Mau-Azamgarh Highway is a very serious matter. Highways are the lifeline of the country and even slightest obstruction could throw the even tempo of life out of gear. Looking to the nature of the allegations, this is a matter which requires a thorough investigation, and any interference with the impugned FIR would scuttle investigation beyond redemption. 4. No case for interference with the impugned FIR is made out. 5. In the result, this petition fails and is dismissed. 6. The Registrar (Compliance) is directed to communicate this order to the Superintendent of Police, Mau and the Station House Officer, Police Station Muhammadabad, Mau, both through the learned Chief Judicial Magistrate, Mau.
