Mr. Sandeep Sharma, learned A.G.A. with Ms. Rangoli Purohit, learned Brief Holder for the State. 3. By the instant petition, the petitioner is praying for the following reliefs:- (a) Issue a writ order or direction in the nature of mandamus directing the official respondents to provide adequate safety and security to the petitioner and his salesman namely Vijaypal Singh for conducting the affairs of country liquor shop, Imlikheda, Police Station Kaliyar District Haridwar. (b) Issue a writ order or direction in the nature of mandamus directing the official respondents be restrained from causing loss of life qua the petitioner and his authorised salesman Vijay Pal Singh for conducting operations of the Country Liquor Shop, Imlikheda District Haridwar. 4. Learned A.G.A. for the State, as per the written instructions, submits that the dispute in between the petitioner and respondent no. 6 appears to be a civil dispute, and, furthermore, there is no threat perception. 5. Learned counsel for the petitioner submits that the main grievance of the petitioner is that he is co-licensee to run a liquor shop and the main licensee is respondent no. 6, who is not permitting the petitioner to enter into the shop. She submits that the petitioner report to the District Excise Officer, Haridwar by making a representation dated 29.11.2025 but no action has been taken thereon. 2026:UHC:1049 6. Since, the dispute is purely civil in nature and the petitioner already approached the District Excise Officer, who is competent authority for redressal of his grievance, therefore, District Excise Officer is under legal obligation to redress the grievance of the petitioner. 7. In such view of the matter, instant writ petition is disposed of with the direction to the District Excise Officer, Haridwar to examine the representation of the petitioner, as above, and redress his grievance as per law within two weeks from the date of presentation of certified copy of this order.
