This writ petition is filed seeking the following reliefs: “(a) Issue a Writ of Mandamus or any other appropriate writ, order, or direction commanding Respondents to consider and pass reasoned orders on - 3 - HC-KAR NC: 2026:KHC:32309-DB WP No. 16016 of 2026 the petitioner’s representations dated 23/05/2026 (Annexure-M, M1, M2 and M3), seeking the allotment of the vacant NRI quota seat in MD Radiology at Respondent No.3 (Yenepoya Medical College). (b) Issue a Writ of Mandamus or any other appropriate writ, order or direction directing Respondents No.1, 2 and 4 to allot and approve the admission of the petitioner against the vacant NRI quota seat in MD Radiology at Respondent No.3 College for the current academic session. (c) Pass such other and further orders as this Hon’ble Court deems fit in the interest of justice and equity.” 3. Learned Counsel for respondent No.1- MCC states that on the basis of instructions that in the matter of Ashish Ranjan & Ors. v. Union of India & Ors in Writ Petition (Civil) No.76/2015, on Miscellaneous Application No.500/2026, the Supreme Court was pleased to extend the last date for admission in the Post Graduate Medical Courses to 28.02.2026 regarding All India Quota as well as Deemed and Central Institutes and State Counselling for the Academic Year 2025-2026. It is stated that one seat fell vacant on 23.02.2026, which was filled up, but again that seat fell vacant due to non-reporting of the allotted candidate. It is stated that admittedly the petitioner applied on 03.03.2026 which is after - 4 - HC-KAR NC: 2026:KHC:32309-DB WP No. 16016 of 2026 the last date specified by the Supreme Court in the aforesaid matter of Ashish Ranjan & ors. 4.
