THE HONOURABLE SMT JUSTICE KIRANMAYEE MANDAVA WRIT PETITION NO: 32249/2022 The Court made the following Order:
Heard Sri P. Narasimhulu, learned counsel for the petitioners and the learned Assistant Government Pleader for Revenue. 2. The grievance of the writ petitioners is against the action of the respondent No. 4 in issuing an endorsement dated 21.09.2022, refusing to enter the names of the petitioners in the web land adangal, despite its enquiry and recommendation dated 17.08.2021 to enter the names in the web portal. 3. It is contended by the petitioner that the Tahsildar vide proceedings, dated 21.09.2022, has informed the petitioner that specific permission from the Government is required to enter the names in the web land portal. It is contended by the petitioners that the respondent No. 4 is the authority under the provisions of the A.P. Record of Rights and Pattadar Passbooks Act, 1971. And the petitioners are the absolute owners of the subject property, having obtained the pattadar passbooks and title deeds. The action of the respondent No. 4 in keeping the petitioners' application pending for Government approval is unsustainable and not in accordance with the provisions of the Act. Thus sought the set aside of the said endorsement. 4. The respondent No.4 filed a counter affidavit, while not disputing the issuance of DKT Patta in favour of the petitioners, it is stated that the lands are classified in revenue records as assessed waste, and the column relevant to the enjoyment/possession is shown as that of the Government. It

is thus stated that permission from the Government is required in such cases, especially in DKT lands. Thus, the 4th respondent, after conducting a detailed enquiry, issued the impugned endorsement to that effect. Accordingly, proposals for making entries in the online/web land portal in respect of the subject lands were sent to the Joint Collector, YSR Kadapa District, through the Revenue Divisional Officer, Badvel, Kadapa vide Ref.No.A/253/2022, dated 29.09.2022, since the Joint Collector, YSR Kadapa District, is the competent authority for approving corrections in the online/Web land portal. 5. The learned Assistant Government Pleader for Revenue appearing for the official respondents would submit that the petitioner should submit an online application.
Unless such an application is filed in the prescribed format, the respondents will not be able to process it. 6. The learned counsel for the petitioners submits that the petitioners have already been granted a pattadar passbook and title deed pursuant to the D-Form patta issued in their favour. However, the corresponding entries on the online portal have not been affected, and the application made on the Spandana portal has been pending since 2022. 7. The learned Assistant Government Pleader for Revenue further submits that the petitioners may file another application in the prescribed format to verify and process the same. 8. Having regard to the fact that the petitioners had already made an appropriate application and the respondent No.4 after conducting detailed enquiry and after being satisfied that everything was in order to enter the

particulars of the subject land in web land adangal in the name of the petitioners, however, is waiting for appropriate orders from the Government since 2022 which is not supported by any statutory provision, under such circumstances, this Court deems it appropriate to dispose of the Writ Petition directing the respondent No.4 to pass appropriate orders in accordance with law pursuant to the proceedings/report of the Tahsildar Ref.No.B/728/2021,dated 17.08.2021 within a period of eight (08) weeks from the date of receipt of this order, after affording sufficient opportunity of hearing to the petitioner. 9. With the above observation, the Writ Petition is disposed of. There shall be no order as to costs. As a sequel, miscellaneous applications pending, if any, shall also stand closed. ______________________________ JUSTICE KIRANMAYEE MANDAVA Dated: 11.02.2026 MSI
