IN THE HIGH COURT OF ORISSA AT CUTTACK W.P.(C) No. 16106 of 2026 Bhaskar Sethi @ Bhaskar Chandra Sethy and others …. Petitioner(s) Mr. Digambar Sethi, Advocate, -versus- State of Odisha and others …. Opposite Party(s) Mr. J.K. Bal, AGA CORAM: THE HON'BLE MR. JUSTICE SIBO SANKAR MISHRA Order No. ORDER 10.07.2026 01. 1. Heard. 2. Vide order dated 11.06.1999, the Commissioner, Land Records and Settlement, Orissa, Cuttack has disposed of the R.P. No.1997/97 remanding the matter back to the Tahasildar, Dharmasala. After remand, the Tahasildar, Dharmasala although issued notice to the parties by fixing a date of hearing to 30.04.2016, but thereafter the matter has not been taken up till date. Hence, the petitioners by invoking writ jurisdiction of this Court are seeking the following relief:- “Under these circumstances, the petitioner most humbly prays that this Hon'ble Court be graciously pleased to allow the writ application and issue an appropriate writ to directing the learned Tahasildar Dharmasala the opp.party no.3 to dispose the the R.P. Case No. 1997 of 1997 pending in the court of the Tahasildar, Dharmasala within a stipulated period and prepared R.O.R. in the name of petitioners in respect of their purchased land mentioned above and supply the same to the petitioners within a stipulated time.” 3. It seems that R.P. No.1997/97 has been pending since 1997. The petitioners are seeking direction from this Court for early disposal of the said R.P. case. Speedy disposal of the case of present nature is a right which could be enforced through a writ petition. Since the prayer made by the petitioners seems to be innocent, I am inclined to allow the writ petition. Hence, the Tahasildar, Dharmasala is directed to see that R.P. No.1997/97 is finally decided, as expeditiously as possible without further delaying. 4. Accordingly, the writ petition is disposed of. Ashok ( S.S. Mishra) Judge MOHAPATRA
