GANDRALA RATHNA KUMAR SC For APSCCFC LTD 3. GP FOR SOCIAL WELFARE 4. Mr.NARAHARI SETTY SRIHARI SC FOR KAPU WELFARE AND DEVELOPMENT 3 The Court made the following: The present writ petition is filed seeking to declare the inaction on the part of the respondents in releasing the bills for an amount of Rs.2,92,231/- to the petitioner for the works executed by it for preparation of Tableaux for displaying the same at the Republic Day Celebrations on 26.01.2019 as illegal, arbitrary etc., and for consequential directions to pay the said sum. 2. The learned counsel for the petitioner inter alia submits that the petitioner is engaged in organizing exhibitions, event managements and making of Tableaux for specific events especially for events conducted by the State Governments of Andhra Pradesh and Telangana. She submits that pursuant to the work order placed on the petitioner for preparation of Tableaux for respondents 4 and 5 for display at Republic Day Celebrations, the petitioner successfully completed the works and vide Invoice No.157, claimed a sum of Rs.2,92,231/-. She submits that despite making representations on number of occasions, the said amount is not paid, under the said circumstances, the petitioner is constrained to file the present writ petition. 3. The writ petition was filed in the year 2022. So far, no counter-affidavits are filed. There is no representation on behalf of the respondents 3 to 5. It appears that the respondents are not disputing the bills raised by the petitioner. Under the said circumstances and as this Court is of the view that non-payment of the bills amounts for preparation of Tableaux, to display the same at Republic Day Celebrations held as long back as on 26.01.2019, is unjust and cannot be appreciated. 4 4. In such view of the matter, the writ petition is allowed. The respondents are directed to pay the amount of Rs.2,92,231/- to the petitioner, as expeditiously as possible, within a period of four (4) weeks from the date of receipt of a copy of this order. No costs. Consequently, all pending applications, if any, shall stand closed. ___________________________ JUSTICE NINALA JAYASURYA BLV Dt. 02.02.2026 5 THE HONOURABLE SRI JUSTICE NINALA JAYASURYA Writ Petition No: 32826 of 2022 Date: 02.02.2026 BLV
