In spite of service, none appears on behalf of the school authorities. 3. The petitioner’s application for transfer made sometime in 2020 was not in the prescribed format and hence has not been considered. During the pendency of the writ- petition, the petitioner preferred a fresh application in the prescribed format. 4. The respondent no.11 is directed to consider such application and if satisfied, shall issue the requisite ‘No Objection Certificate' upon obtaining medical opinion of the BMOH and forward the same to the respondent no. 9 by July 15, 2026. 5. If the application is allowed, the District Inspector of School (SE) will take all consequential steps to expedite the mater in accordance with transfer Rules, preferably within four weeks from the receipt of the application from the school. 6. The suspension of ‘Utsashree Portal' will not be an impediment for the concerned authority to consider the application for transfer of the petitioner.
