Precisely, the grouse of the petitioner as has been highlighted in the petition and further canvassed by Mr. Anshul Jairath, learned counsel for the petitioner is that despite allocation of funds under Mukhyamantri Sadak Yojna for construction/metalling of link road from Mahana Khad to Badhal Lehoti Katarla via Shobha road to Pahadiya Basti, Tanta Niwas Mohal, finding mention at Serial No. 6 under Head 14th Circle Rohru /Jubbal, no steps have been taken by respondent-Public Works Department for construction of the road and for inviting tenders, as a result thereof, people of the area are suffering endlessly. 2

Having regard to the nature of prayer and order proposed to be passed, this Court sees no necessity to call for reply on behalf of respondents, who are otherwise represented by Mr. Rajan Kahol, learned Additional Advocate General. 3. Careful perusal of averments contained in the petition as well as other documents placed on record reveals that pursuant to intervention of the Hon'ble Chief Minister, representation having been filed by residents of Village Shoba, Mahana Khad and Badhal Lehroti, Katarla, a sum of Rs.19.00 Lakh was sanctioned vide order dated 9.4.2026 (Annexure P-2) for construction of road as detailed hereinabove, but since no steps, whatsoever, have been taken by the department for inviting tenders, petitioner has approached this Court in the instant petition, seeking therein direction to the respondents to do the needful. 4. Though, Mr. Kahol, states that he has reason to presume and believe that by now steps must have been taken for inviting tenders, but if not, same shall be taken expeditiously. 5.
Consequently, in view of aforesaid, this Court, without going into the merits of the case, deems it fit to dispose of the same with direction to Engineer in Chief, HPPWD, to ensure that funds allocated vide communication dated 9.4.2026 under Mukhyamantri Sadak Yojna for
3 construction/metalling of road in question are utilized for the said link road by inviting tenders, if not already invited, preferably within a period of six weeks. Ordered accordingly. Pending applications, if any, stand disposed of accordingly. List for compliance on 15.12.2026. September 23, 2026
