Ms. Riya Ballav ..for the petitioner Mr. Nilanjan Bhattacharjee, Sr. Standing Counsel Ms. Jayita Dhar Chakraborty ..for the State The petitioner is directed to serve a copy of this writ petition upon the learned advocate for the State. Let the appointment of the learned advocate for the State be regularized by the concerned authority. The petitioner alleges that though a plot of land owned by the grandfather of the petitioner has been acquired and the petitioner belongs to a member of the land loser family, till date no land loser certificate has been issued in favour of the petitioner. The petitioner claims to have submitted a representation through his learned advocate’s letter dated 20th February, 2026 before various authorities including the Special Land Acquisition Officer, Purulia. The learned advocate appearing for the petitioner submits that the decision on such representation shall be communicated to the petitioner within the time limit as may be fixed by this Court. 2 Without entering into the merits of the claim made by the petitioner in the representation through his learned advocate’s letter dated 20th February, 2026, WPA 11710 of 2026 stands disposed of by directing the Special Land Acquisition Officer, Purulia being the 2nd respondent to consider the representation of the petitioner dated 20th February, 2026 and dispose of the same by passing a reasoned order after affording an opportunity of hearing to the petitioner or his authorized representative and communicate the reasoned order to the petitioner immediately thereafter. The entire exercise shall be completed as expeditiously as possible but positively within a period of eight weeks from the receipt of a server copy of this order along with a copy of the representation dated 20th February, 2026. If such authority is of the view that it has not been vested with the power and authority to consider the issues raised in the said representation, such decision shall also be communicated to the petitioner and in that event the petitioner will be at liberty to approach the appropriate authority in accordance with law. There shall be however no order as to costs. Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
