ISSUE A WRIT OF MANDAMUS or any other appropriate writ, order or direction, directing Respondent No.2 - the Commissioner for Cane Development and Director of Sugar - to expeditiously hear the dispose of the petitioner's Appeal Memorandum dated 19.03.2026 (Annexure-J), pending before it, in accordance with law, and after affording an opportunity of being heard to all concerned parties; b. ISSUE A WRIT OF MANDAMUS or any other appropriate writ, order or direction, directing Respondent Nos.1 and 3 to conduct all further proceedings pursuant to Tender Reference No.MSCO/2025-26/SE0012/CALL-3 strictly subject to the outcome of the petitioner's Appeal (Annexure-J); c. Grant such other order(s) as this Hon'ble Court deems fit in the interest of justice and equity. 2. The grievance of the petitioner is that the appeal under Section 16 of the Karnataka Transparency in Public Procurements Act, 1999 (for short, "KTPP Act") filed by the petitioner on 19.03.2026 at Annexure-J has still not been considered and necessary orders passed. 3. In that view of the matter, I pass the following: ORDER i) Writ petition is allowed. ii) Respondent No.2 is directed to consider the appeal of the petitioner dated 19.03.2026 at Annexure-J and pass necessary orders within a period of two weeks from the date of receipt of a copy of this order.
