Giri, learned Sr. Counsel assisted by Mr. Pranav Kumar, learned Advocate for the petitioners and learned counsel appearing for the State. 2. The present writ petition has been filed for the following relief/s :- “(i) To issue an appropriate writ, order, direction in the nature of certiorari for quashing the order bearing memo no. 136 dated 21.05.2026 issued under the signature of Development Commissioner, Government of Bihar, whereunder a decision was taken to end the services of the junior engineers working on contractual basis phase wise in different departments by the end of financial year and to take steps for regular appointment (Annexure-P/7, Pg.113) (ii) To issue an appropriate writ, order, direction in the nature of mandamus commanding the respondents to regularize the service of the petitioners on the post of Junior Engineers from 06.01.2017, 27.01.2017, 08.12.2017 & 30.01.2018 in Building Construction Department and Public Health Engineering Department within the state of Bihar w.e.f. the date of their appointments. (iii) To issue an appropriate writ, Patna High Court CWJC No.9912 of 2026 dt.09-07-2026 4/5 order, direction in the nature of mandamus commanding the respondents to grant all consequential benefits to the petitioners including arrears of salary and length of service and other notional and monetary benefits to the petitioners from their date of initial appointment within the state of Bihar. (iv) To issue an appropriate writ, order, direction in the nature of mandamus commanding the respondents not to discontinue /end the services of the petitioners in terms of decision taken in the meeting dated 20.05.2026 during the pendency of the present writ application. (v) To issue an appropriate writ, order, direction in the nature of mandamus commanding the respondents not to disturb the services of the petitioners till the pendency of the present writ application. (vi) To any other relief for which the petitioners appear to be found entitled by the Hon'ble Court. 3. Learned Sr. Counsel for the petitioners submits that the petitioners have filed a representation dated 27.05.2026 (as contained in Annexures P/8 series) before the different authorities including the respondent No.2, namely, the Development Commissioner, Government of Bihar, but till date no decision has been taken on the said representations. 4. Learned counsel for the State submits that a direction may be issued for disposal of the petitioners’ representation within a specified period. In the aforesaid background, the respondent No.2, namely, the Development Commissioner, Government of Bihar, Patna, is directed to take a decision on the representation dated 27.05.2026 (as contained in Annexure P/8 series within a period of 90 days from the date of receipt/production of a copy of this order and dispose of the same with a reasoned and speaking order. The petitioners would be at liberty to file supplementary representation in addition to the earlier representation, if so desired. 6.
