CMP No. 24563 of 2026 The present application has been filed on behalf of the Ram Leela Club (Regd.), Rampur Bushahr, District Shimla, Himachal Pradesh, through its President Shri Atul Kashyap for organizing ‘Ram Leela’ event at playground of Padam Utkrisht Government Senior Secondary School, Rampur Bushahr, from 11.10.2026 to 20.10.2026, between 07:00 pm to 10:00 pm. 2. In view of the earlier order dated 11.12.2017 passed by this Court, the present application has been filed, wherein it has been mentioned that similar permission was also granted on 16.09.2025 in CMP No. 22289 of 2025 (Annexure A-3). It has further been mentioned that there is no other suitable place to organize the said ‘Ram Leela’ function and the ground of the school would be used on the aforesaid dates after school hours, between 07.00 p.m. to 10.00 p.m. 3. The necessary ‘No Objection Certificate’ dated 10.09.2025 has also been appended with the application as Annexure A-2. 4. Keeping in view the above, we grant permission for organizing ‘Ram Leela’ from 11.10.2026 to 20.10.2026, between 07:00 pm to 10:00 pm, subject to the following conditions:- (i) That no damage shall be caused to the property of the school and its playground, where the event is proposed to be organized. (ii) That after the event is over, the playground shall be handed over to the Principal of the School aforesaid in a neat and clean condition and it shall be ensured that no plastic is used except the one permissible under the law. The administration shall ensure that the playground is cleaned after the event. (iii) That the law and order shall be maintained by the local administration during the said period. (v) That the applicant shall deposit a sum of Rs.30,000/- in the Students Welfare Fund of the School concerned. 5 . It is made clear that we are not granting any permission for ‘Ravan Dahan’ in the said ground, keeping in view the fact that the school building is made of wood and the school premises is only 60 meters away from the said ground, which we have also noted in the earlier order. 6.
