JUSTICE D K SINGH - 3 - HC-KAR NC: 2026:KHC:31352 WP No. 31119 of 2025 ORAL ORDER The present writ petition is filed seeking following reliefs: a) Issue a Writ of Mandamus or any other appropriate Writs/orders, directing the Respondent No.2 and 3 to forthwith process and renew the Petitioner's passport (bearing No.Z3341071) vide Annexure-B for a period of 10 years; b) Grant such other and further reliefs as this Hon'ble Court deems fit to grant under the circumstances of the case, in the interest of justice and equity. 2. Heard Sri.P.P.Hegde, learned Senior Counsel appearing on behalf of the petitioner, assisted by the learned counsel, Sri.Ganapathi Bhat. 3. The present writ has been filed seeking a writ of mandamus directing the Respondent Nos.2 and 3 to renew the petitioner's passport bearing No.Z3341071 for a period of ten years. - 4 - HC-KAR NC: 2026:KHC:31352 WP No. 31119 of 2025 4. The learned counsel appearing for the respondent authorities submits that the petitioner has not submitted the complete application and till date, no decision has been taken, in absence of the application being complete, in all respects. It is submitted that once the petitioner submits the complete application, decision to renew the passport shall be taken, in accordance with the law. 5. Considering the said submission on behalf of Respondent Nos.2 and 3, I dispose of this writ petition, with direction to the petitioner, to submit the complete application, along with the order dated 02.03.2026 passed by the Co-ordinate Bench of this Court in W.P.No.4517 of 2026 (GM-RES) 482 staying further investigation in Crime No.0377/2016 on the file of 43rd Additional CMM Court, Mayo Hall, Bengaluru, filed against the petitioner. The copy of this order may also be submitted along with the application to the Regional Passport Office, Bengaluru - Respondent No.3. - 5 - HC-KAR NC: 2026:KHC:31352 WP No. 31119 of 2025 With the above said direction, the present writ petition stands disposed of. If the petitioner submits the complete application, in all respects, the Regional Passport Officer shall take decision, within a period of Fifteen days, for renewal of the passport. However, if the Regional Passport Officer is of the view that the passport cannot be renewed, he must afford an opportunity to the petitioner and after hearing him only, they take the decision.
