Respondents For Petitioner : None appears even in two rounds For State : Mr. RCS Deo Samant, PL Hon’ble Shri Justice Rakesh Mohan Pandey Judgment On Board 29.06.2026 1) By way of this petition, the petitioner has sought following reliefs:- “(i) That, this Hon'ble Court may kindly be pleased to direct the respondent to correct the grade pay and grant second time bound pay scale on the grade pay of Rs. 7600/-with 18% interest within 2 stipulated time at par with the similar situated employee Mahendra Singh Kashyap, in the interest of justice. (ii) Any other relief which may be suitable in the facts and circumstances of the case, may also be granted.” 2) On the last date of hearing, vide order dated 11.05.2026, the Director, Directorate of Public Instruction i.e. respondent No.2 was directed to file its own affidavit to explain as to when and how the monetary benefits in form of higher pay-scale were extended to husband of the petitioner. Pursuant to said order, affidavit was filed on 19.06.2026. 3) The petitioner in this petition has claimed time bound pay scale and correction of pay scale on the ground that her husband was granted pay scale at lower side. 4) Mr. Samant, learned Panel Lawyer appearing for the State would submit that husband of the petitioner was appointed on 07.11.1983 on the post of Lecturer and his pay scale was revised with effect from 01.01.1986 in the pay scale of Rs.1540-2740/-. He would contend that again pay scale of husband of the petitioner was revised in the year 1990 and he was granted pay scale of Rs.1640-2900/-. Mr. Samant would contend that first time, time pay scale was granted to husband of the petitioner from 07.11.1995 and thereafter, he was promoted to the post of Principal vide order dated 20.04.1999 and third time bound pay scale after completion of 30 years of service was granted on 01.01.2016.
