By this petition, petitioner herein is seeking direction upon respondents to issue Non-Emigration Check Required basis passport in his favour on the basis of the Matriculation and 10+2 certificates issued by the Jharkhand State Open School, treating the same as valid and sufficient proof of his educational qualification. 2. It is stated that the petitioner herein has submitted an online application before the Passport Authority, Srinagar, for issuance of a fresh passport vide Application Reference Number (ARN) 25-0006744864 dated 22.05.2025, on the basis of the Matriculation and 10+2 certificates issued in his favour by the Jharkhand State Open School. 3. Learned counsel for the petitioner submits that a representation was also filed by the petitioner on 11.03.2026, however, no action has been taken by the respondents till date. 4. Learned counsel for the petitioner submits that the petitioner would feel satisfied if the present writ petition is treated as a representation and disposed of at this stage by directing the respondents to consider and decide the aforesaid representation, strictly in accordance with the applicable rules, within a reasonable period. 5. Accordingly, without expressing any opinion on the merits of the case, the present petition is disposed of at its threshold with a direction to the respondents to consider and decide the representation, strictly in accordance with the rules and the law governing the field, provided there is no legal impediment, within a period of six weeks from the date a copy of this writ petition, along with all annexures, is served upon them. 6.
