Learned counsel for the petitioner submits that exactly on the similar facts and issues, this Court had disposed of the writ petition being W.P.(C) No.6366 of 2019 (Raj Kumar Mahto Vs. The State of Jharkhand & Ors.) vide order dated 29th July, 2026. 3. Learned counsel for the petitioner submits that this case exactly stands on the similar footing on facts and law and thus, he prays that same order may be passed in this case. 4. Learned counsel for the State does not oppose the same. 5. Considering the facts and after going through the record, I find that the issues involved is similar, thus this writ petition is also disposed of in terms of the directions passed in W.P.(C) No.6366 of 2019, as I find that the Certificate Officer confirms the Certificate based only on the comments of the department and he has not applied his mind independently. It is 2026:JHHC:25157 Page | 2 also apparent that the petitioner was not also heard. 6. The impugned order dated 05.09.2019 passed in Certificate Case No.30/2012-13, is set aside. 7. The matter is remanded to the Certificate Officer (vi), Electric Supply Area, Medninagar, respondent No.2. The petitioner along with a copy of this order will appear before the Certificate Officer within four weeks from today. The Certificate Officer thereafter, will hear the petitioner and will try to dispose of the Certificate Case, within a period of ten weeks thereafter, after hearing the petitioner. 8.
