Hari Swapna, learned Counsel appearing on behalf of Sri P. Nagaraju, learned Counsel for the Respondent No.1 and Sri B. Ramesh, learned Counsel appearing on behalf of Ms. Sushma Yaganti, learned Counsel for the Respondent No.2 to 5. 2. These Contempt Cases have been filed complaining of non- compliance of the Common Order of this Court dated 09.12.2024 in W.P.No.24402 of 2024 & batch. The operative portion of the Order of this Court is as under: “6. Having regard to the above facts, this Court deems it appropriate to direct the Respondent Authorities to hold Special Grievance Days until all the Project Displaced Families are paid compensation. About 142 Project Displaced Families have failed to appear, and therefore, they could not submit any documents. Keeping this fact in mind, there shall be a direction to the Official Respondents to immediately conduct a Special Grievance Day with Advance 2 Notice to the remaining 142 Project Displaced Families. The Official Respondents are directed to make local announcements by way of tom-tom (beat of drum) and also publication in daily news paper (Telugu) with a direction to the local Village Revenue Officer to spread the news in the localities to ensure that maximum number of Project Displaced Families appear on the scheduled date. The Official Respondents are further directed to fix the first date for the Special Grievance on 22.01.2025. 7. Needless to state that the present Writ Petitioners shall appear before the Official Respondents on 22.01.2025. Writ Petitioners may also inform to the other local beneficiaries who are not parties in the present Writ Petitions.” 3. Notice was issued in the present batch of Contempt Cases. Respondent No.5 who was officiating as Revenue Divisional Officer, Jammalamadugu, Kadapa District has filed the Counter Affidavit on 22.01.2026. 3. Learned Counsel for the Petitioners has drawn the attention of this Court to the Proceeding of the Tahsildar sent to the Joint Collector dated 24.11.2025, which indicates that the Joint Collector, Y.S.R Kadapa Dstrict has appointed Enquiry Officers for verification of documents and to finalize the eligible and ineligible list of Project Displaced Families (PDFs) of P. Ananthapuram Village of Kondapuram Mandal, Y.S.R Kadapa District as per the Order of this Court. The said Proceeding of the Tahsildar dated 24.11.2025 would also disclose that the enquiry was conducted and the documents were verified during the Special Grievance Day and the Respondent Authorities have finalized the list of eligible and ineligible Project Displaced Families as per the Report/Recommendation of the Scrutiny Team. The details of the enquiry has been annexed to the said Proceeding dated 24.11.2025 bearing Ref.No.A/35/2025. 4. In the Order of this Court dated 19.12.2024 in W.P.No.24402 of 2024 and batch it is clear and categorical to the effect that this Court had only directed the Respondents to conduct Special Grievance Day for the purpose 3 of granting compensation to the Project Displaced Families. It goes without saying that, if the Respondent Authorities are of the opinion that some of the Writ Petitioners herein do not come under the Project Displaced Families, for the reasons stated in their Report, this Court is of the view that the Order of this Court to conduct the Special Grievance Day for the purpose of verification as regards the eligibility for compensation to the Project Displaced Families is complied. 5. Insofar as the candidates who are not qualified as being eligible for compensation as per the Records of the Respondents, it is incumbent upon such persons or families to initiate appropriate proceedings before appropriate Forum/Court to challenge the correctness of the Report. 6. In this view of the matter, this Court is of the opinion that the Respondent Authorities had complied the Common Order of this Court dated 19.12.2024 in W.P.No.24402 of 2024 and bath by conducting Special Grievance Day and have verified the documents submitted by the parties for the purpose of determining the eligible Project Displaced Families for payment of compensation. Needless to state that, if the persons/families are aggrieved of the Report submitted by the Respondent Authorities determining the eligible and ineligible Project Displaced Families, they are free to approach the appropriate Forum/Court, if so advised. 7. In the above premise, these Contempt Cases stands dismissed. No order as to costs. 8. Interlocutory Applications, if any, stand closed in terms of this order. ______________________________________ GANNAMANENI RAMAKRISHNA PRASAD, J Dt: 30.01.2026 JKS 4 52 HON'BLE SRI JUSTICE GANNAMANENI RAMAKRISHNA PRASAD C.C.Nos.2090, 2096, 2589, 2590, 2591, 2592, 2593, 2594, 2595, 2596, 2597, 2598, 2599 of 2025 30.01.2026 JKS
