The petitioner is before this Court seeking for the following reliefs; a) Direct the Respondent No.3 to consider the representation by the Petitioner through a letter dated 13.03.2026 produced as Annexure D and issue the Allotment letter for the Plot No.113P measuring 2 acres of land located in Hi-Tech Defence & Aerospace Park, Phase-I, KIADB Industrial Area, Bengaluru in favour of the Petitioner under the women entrepreneur category; b) Grant a writ of Mandamus directing the Respondent No.3 to follow all such steps required - 3 - HC-KAR NC: 2026:KHC:30165 WP No. 15337 of 2026 for allotment of land as per the government notification bearing no. CI 179 IAP(e) 2020 dated 29.01.2021 produced as Annexure F such as issuance of the confirmatory letter, possession certificate and execution of the lease-cum-sale agreement; c) Issue any other order or deems fit to the facts and circumstances of the case and to meet the interest of justice. 2. The grievance of the petitioner is that the representation of the petitioner dated 13.03.2026 at Annexure-D has not been considered and necessary orders passed thereon and no allotment has been made in favour of the petitioner. Allotment of a plot in a KIADB industrial area is required to be made in seniority and on compliance by the applicant of the required formalities. A mandamus directing the issuance of allotment letter is not maintainable. 3. Hence, the respondents are directed to consider the representation of the petitioner dated 13.03.2026 and the application submitted by the petitioner for allotment as per the applicable norms within a period of four weeks from today. 4. It is made clear that pending consideration of the said representation the respondents ought not to allot the plot to any person or entity who is junior in - 4 - HC-KAR NC: 2026:KHC:30165 WP No. 15337 of 2026 terms of filing of the application for such allotment in this particular industrial area.
