At the very outset, Mr. Bhardwaj, learned Senior Counsel appearing on behalf of the petitioner submits that the School Leaving Certificate which has been issued by Adarsh Maya Academy (Bishnah) has been counter signed and authenticated by Zonal Education Officer (ZEO), Bishnah and ZEO Bishnah was a necessary party in the instant petition but inadvertently he has not arrayed ZEO Bishnah as party respondent in the instant petition. 02. On the oral request of Mr. Bhardwaj, the Zonal Education Officer, Bishnah is arrayed as party respondent No.6 in the instant petition. Registry to update the cause title of the case. 03. After arguing for a while, learned counsel appearing for the petitioner when confronted with the maintainability of the instant petition, submits that the petitioner would be satisfied in case the instant petition is treated as representation and a direction is issued to the respondents to accord consideration to the case of the petitioner within some reasonable time S. No. 217 2 WP(C) No. 2307/2026 frame, to which Mr. Raman Sharma, learned AAG appearing on behalf of the respondents is not averse provided the same is directed to be accorded consideration strictly under rule and as per law. 04. Since an innocuous prayer has been made, this Court in the peculiar facts and circumstances of the case and without commenting upon the merits of the case deems it appropriate to dispose of the same at the very threshold. 05. The instant petition is disposed of at the very threshold by directing the respondents, particularly, respondent No.5 and 6 to accord consideration to the representation of the petitioner, strictly under Rule and as per law, within a period of four weeks from the date copy of this order along with writ petition and the annexures thereto are made available to the said respondents. The order of consideration which is likely to be passed be forwarded to the petitioner through registered post. 06. It is further made clear that while according consideration, the respondents are directed to give due weightage to the fact that said School Leaving Certificate which is being relied upon by the petitioner has been duly authenticated way back on 19th September, 1994 by the Zonal Education Officer, Bishnah 07.
