2. Petitioner retired from service on 30.04.2018. Arrears of pension due to him have been worked out by the respondents vide Annexure P-1 dated 23.05.2026 in the sum of Rs. 29,94,343/-. Petitioner's grievance is that out of the aforesaid arrears, only an amount of Rs. 6,15,196/- has been paid to him about three months back i.e. on
22.05.2026. The bulk of the balance amount i.e. Rs. 23,79,147/- is still outstanding. Respondents have yet to liquidate this liability of theirs towards the petitioner. 1 Whether reporters of the local papers may be allowed to see the judgment?

3. Petitioner is a retired employee. It has already been held in Daya Ram vs. State of H.P. and Others2, that emoluments due to retired employees should not be kept in abeyance by the State. In this case, the emoluments are lying with the State even when the petitioner retired more than eight years ago i.e. on 30.04.2018. Accordingly, there shall be a direction to the respondents to clear the entire outstanding liability towards the petitioner in terms of Annexure P-1 within four weeks from today. With the above directions, this writ petition shall stand
disposed of. Pending applications, if any, also stand disposed of.
