Counsel appearing on behalf of Sri Y. Balaji, Ld. Counsel for the Respondent Nos.1 to 3. 2. The present Contempt Case is filed complaining of inaction on the part of the Tahsildar and other officials of the Revenue Department in respect of the Order passed by this Court on 24.02.2025 in W.P.No.3731 of 2025. 3. Sri G.R.Sudhakar, Ld. Counsel for the Petitioner has taken this Court through the Order of this Court dated 24.02.2025 in W.P.No.3731 of 2025, particularly Paras-4 to 6 of the Order. This Court had directed the Respondent Nos. 2, 3, 6 and 7 in the Writ Petition to consider the case of the Writ Petitioner and pass a Speaking Order in accordance with law within a period of twelve (12) weeks from the date of passing of the said Order. 4. The Respondents herein, after having entered appearance, had filed the Counter-Affidavits. Ld. Counsel for the Respondent No.1 had taken this Court through the contents of the Counter-Affidavit as well as the documents filed along with the Counter-Affidavit. It is submitted by the Ld. Counsel for the Respondent No.1 that the Tahsildar had complied with the Order of this Court by passing a Speaking Order on 30.08.2025. 5. Admittedly, the twelve (12) weeks time granted by this Court through its Order dated 24.02.2025 would end by 23.05.2025. Therefore, there is a short delay of three months in passing a Speaking Order dated 30.08.2025 on the part of the Tahsildar. 6. Be that as it may, Ld. Counsel for the Petitioner has taken this Court through the Paras-14 and 20 of the Reply Affidavit filed by one Sri Dr. S. Venkateswar, IAS who is now officiating as District Collector, Tirupati District. The said Paras-14 and 20 of the Reply Affidavit are usefully extracted hereunder: 4 “14. Further, it is submitted that, in obedience to the orders issued by the Hon’ble High Court of A.P and based on the speaking orders issued by the Tahsildar, Pichatur and letter received from the Zilla Sainik Welfare Officer, Chittor a letter vide this office Rc.E1/1494/2023, Dt:08.09.2025 was addressed to the Revenue Divisional Officer, Srikalahasti with a request to identify suitable land to an extent of Acs:5.00 in any of the mandals under his jurisdiction in favour of the Writ Petitioner under Ex – Servicemen category. The same is under process. 15 to 19. xxxxx 20. It is respectfully submitted that, from the factual position and above exercise of issuing of notice, conduct of enquiry, issuing of order the orders of the Hon’ble High Court are complied with by following due process. Further, after identification of the suitable Govt. land, the same will be handover to the Writ Petitioner by following due process of law in which guidelines issued by the Chief Commissioner of Land Administration in CCLA’s Lr.No.Assn.I (1)/350/2022, dated.04/05/2022, G.O.Ms No:128 Revenue (Assignment-I) Department, Dt:04.04.2016 and G.O.Ms No: 104 Revenue (Assgn.I) Department, Dt: 27.03.2025 under Ex – Servicemen category.” (Emphasis supplied) 7. This Court, is satisfied that the Order of this Court dated 24.02.2025 has been complied with by passing a Speaking Order on 30.08.2025, though belatedly. This apart, the Counter-Affidavit would also indicate that since the Government land is unavailable, the Respondent No.1 along with the other Revenue Officials is exploring the possibility of allocation of suitable plot in another location. Needless to state that the Official Respondents are legally obligated to find alternate land and allot the same in favour of the Petitioner. 8. In the above premise, this Contempt Case is closed. Needless to state that the Petitioner shall have the liberty to avail all the remedies as available to him under law for securing alternate land as per law. 5 9. Interlocutory Applications, if any, stand closed in terms of this order. _________________________________ GANNAMANENI RAMAKRISHNA PRASAD, J Dt: 30.03.2026 Mnr 6 114 HON'BLE SRI JUSTICE GANNAMANENI RAMAKRISHNA PRASAD CONTEMPT CASE NO: 2140 OF 2025 Dt: 30.03.2026 Mnr
