The Petitioner is before this Court seeking for the following reliefs: a) Direct the Respondent No.3 to consider the representation by the Petitioner through a letter dated 08.09.2025 produced as Annexure F and issue the Allotment letter for the Plot No.8P4 & 8P5 to an extent of 2 acres of land located in Hi-Tech Defence & Aerospace Park, Phase-I, KIADB, Devanahalli, Bengaluru in favour of the Petitioner; b) Grant a writ of Mandamus directing the Respondent No.3 to follow all such steps required - 3 - HC-KAR NC: 2026:KHC:30186 WP No. 15464 of 2026 for allotment of land as per the government notification bearing no. CI 179 IAP(e) 2020 dated 29.01.2021 produced as Annexure G such as issuance of the confirmatory letter, possession certificate and execution of the lease-cum-sale agreement; c) Issue any other order as deems fit to the facts and circumstances of the case and to meet the interest of justice. 2. The grievance of the petitioner is that the representation of the petitioner dated 08.09.2025 at Annexure-F has not been considered and necessary orders passed thereon and no allotment has been made in favour of the petitioner. Allotment of a plot in a KIADB industrial area is required to be made in seniority and on compliance by the applicant of the required formalities. A mandamus directing the issuance of allotment letter is not maintainable. 3. Hence, the respondents are directed to consider the representation of the petitioner dated 08.09.2025 and the application submitted by the petitioner for allotment as per the applicable norms within a period of four weeks from today. 4. It is made clear that pending consideration of the said representation the respondents ought not to allot the plot to any person or entity who is junior in - 4 - HC-KAR NC: 2026:KHC:30186 WP No. 15464 of 2026 terms of filing of the application for such allotment in this particular industrial area.
