Petitioner is serving as Revenue Inspector in Department of Revenue of the State. According to him, Revenue Inspectors are not being considered for ad-hoc promotion to the post of Naib Tehsildar; while, ad-hoc promotion are being given only from the cadre of Registrar (Kanoongo). 4. The relief sought in the writ petition is as follows:- “I. To issue a writ, order or direction in the nature of mandamus directing the respondents to promote the petitioner on the post of Naib Tehsildar on adhoc basis as the other incumbents are being promoted on the post of Naib Tehsildar on adhoc basis.” 5. This Court cannot direct the authorities to grant ad-hoc promotion to any particular cadre. Such decision has to be taken by the competent authority having regard to the Human Resource Policy and the applicable Rules. 6. The writ petition is, accordingly, disposed of with liberty to petitioner to make representation to the Secretary, Board of Revenue, Uttarakhand. If petitioner makes representation within two weeks from today, decision thereupon shall be taken, as per law, within three months thereafter by the Secretary concerned.
