Petitioner participated in a selection for appointment as Assistant Teacher in Government Primary School, District Pauri. 3. According to her, by virtue of her merit, she was shortlisted for appointment and all the shortlisted candidates were called for document verification on a particular date. She submits that since intimation regarding date of counselling was not received by her, therefore, she could not appear for document verification/counselling. Reliefs sought in the writ petition are as follow: “1. Issue a writ, order or direction in the nature of Mandamus to the respondents and to order/direct the education department of Uttarakhand and Pauri to consider the candidature of the petitioner on the above- mentioned grounds; II. Issue a writ, order or direction in the nature of mandamus directing the respondents to consider the respondents to consider the candidature of the petitioner and that the failure in discharging duties regarding the intimation to the petitioner shall not cost the petitioner her career; III. Issue a writ, order or direction directing the respondents to consider the case of the petitioner on the valid grounds mentioned herein above; IV. Issue a writ, order or direction in the favour of the petitioner as the prima facie grounds are in favour of the petitioner.” 2026:UHC:910 4. State Counsel, however, submits that all the shortlisted candidates were informed about the date of document verification/counselling by uploading the date/information in the official website. He submits that document verification was done on 12.01.2026; however, petitioner did not report for document verification. He submits that the selection process is now over and all selected candidates have been appointed on 27.01.2026. He submits that since petitioner herself is to be blamed for not appearing for document verification, therefore, she is not entitled for any relief. 5. Learned counsel for the petitioner, however, contends otherwise. He submits that the information regarding document verification was not uploaded in the website. He refers to the email sent by petitioner, which is on record at page 23 of the writ petition. Para 3 of the said email is extracted below: “However due to technical glitches, I failed to see my counselling list as my phone didn’t show it up and hence I could not attend the counselling session. This is for your kind information that I have no other means i.e. laptop or computer, that could have helped me to see the list. Also, I was not going well since few days back.” 6. From the statement made by petitioner in her email, it is revealed that the mobile phone was having some technical problem due to which petitioner could not see the information uploaded by Education Department regarding date of 2026:UHC:910 counselling. In the email, petitioner herself says that she had no other device on which the website could be visited. Thus, there is no scope for interference. 7. The Education Department is not at fault for not intimating the candidates regarding the date of document verification/counselling. 8. The writ petition fails and is dismissed.
