The learned Additional Government Advocate accepts notice for the respondents. 2. The petitioner has filed the present petition, inter alia, to direct respondent No.3 to furnish the documents, records and reports as requested by the petitioner by considering his reply dated 01.06.2026 vide Annexure-B and the representation dated 12.06.2026 vide Annexure-C. 3. Whilst it is the petitioner's contention that the said demand has been raised without following the principles of natural justice. 4. Although the petitioner has been called upon to appear before the concerned authority along with documents for discussion, the petitioner is also being called upon to pay the amount. 5. The petitioner has also sought certain documents from the concerned authority in order to respond to the demand notice. - 4 - HC-KAR NC: 2026:KHC:29879-DB WP No. 18034 of 2026 6. The learned AGA fairly submits that the impugned demand notice be considered as a show cause notice and the petitioner would be at liberty to respond to the said notice within a period of two weeks from today along with all the documents that the petitioner considers necessary and relevant. The concerned authority is also required to consider the said applications seeking documents and shall pass final orders and ensure that the principles of natural justice are duly complied with. 7. We clarify that all rights and contentions of the parties are reserved including the petitioner's contention that the one time settlement [OTS] as contemplated under Rule 44-A of the KMMC Rules, is voluntary and at the option of the lease/licence holder. 8.
