This writ petition has been filed for the following reliefs: - “(A) For issuance of an appropriate writ (s) / order (s) / direction(s) or a writ in the nature of mandamus directing the Respondents to release and disburse the pension of the Petitioner, which has become due and payable upon his retirement on 31.03.2025, along with all consequential benefits. 2026:JHHC:22569 2 (B) For issuance of an appropriate writ (s) / order (s) /direction(s) or a writ in the nature of mandamus directing the Respondents to release all retiral dues of the Petitioner, including gratuity, earned leave encashment, provident fund, and all other admissible benefits. (C) For issuance of an appropriate writ (s) / order (s) / direction(s) or a writ in the nature of mandamus directing the Respondents to pay interest on the delayed payment of retiral benefits, including pension, for the period of delay of more than one year. And/Or (D) For issuance of an appropriate writ (s) / order (s) / direction (s), for any other relief which this Hon'ble Court thinks just and proper in the facts and circumstances of this case for doing conscionable justice to the Petitioner.” 2. The learned counsel for the petitioner has submitted that the petitioner has attained the age of superannuation on 31.03.2025 and yet his pension has not been fixed. The petitioner has to get his daughter married shortly and is in dire need of money. 3. The learned counsel has referred to paragraph 15 of the counter- affidavit dated 04.07.2026 to submit that the period of absence of the petitioner from his duty has already been converted into earned leave. The learned counsel has further referred to paragraph 17 of the counter- affidavit, wherein the respondents have themselves stated that the complete set of documents was finally forwarded to the GM (HR), JUSNL, Ranchi on 07.03.2026 with a request to process and release of pension and all other admissible retiral benefits of the petitioner. The learned counsel submits that as per the counter-affidavit, it was sent to the aforesaid authority on 07.03.2026, but till date, the petitioner has not seen the pension and other retiral benefits remitted in his account. 4. Paragraph 15 and 17 of the counter-affidavit dated 04.07.2026 are quoted as under: - “15. That it is stated and submitted that thereafter, the petitioner submitted an affidavit explaining his absence from duty during the periods from 10.04.2024 to 14.04.2024 and from 08.05.2024 2026:JHHC:22569 3 to 31.03.2025. The said affidavit was received through Speed Post on 28.02.2026. Upon consideration of the same, the leave for the aforesaid periods was sanctioned vide Office Order No. 06/Memo No. 259 dated 07.03.2026 issued by the GM, TZ-V, Hazaribagh. 17. That it is stated and submitted that upon receipt of queries and observations from the Headquarters, JUSNL, Ranchi, the same were duly complied with, and all requisite documents and clarifications were furnished. Thereafter, the complete set of documents was finally forwarded to the GM (HR), JUSNL, Ranchi on 07.03.2026 with a request for processing and release of pension and all other admissible retirement benefits of the petitioner.” 5. The learned counsel for the respondents has submitted that in fact the respondents have themselves chased the petitioner to submit all the required documents through various communications and they have themselves taken steps, so that the petitioner does not face any difficulty. However, it is not in dispute that the matter is now pending before the GM (HR), JUSNL, Ranchi since 07.03.2026. 6. After hearing the learned counsel for the parties and considering the averments made in the counter-affidavit, it is apparent that all the required documents have already been submitted by the petitioner; the period of absence from the duty has also been taken care of and the matter for finalization of pension is now pending before the GM (HR), JUSNL, Ranchi to whom it was forwarded on 07.03.2026. 7. This Court directs the GM (HR), JUSNL, Ranchi to do the needful and finalize the pension and other retiral benefits of the petitioner within a period of four weeks from the date of uploading of this order and also remit the admissible amount in the account of the petitioner within a period of two weeks thereafter. 8. If the needful is not done within the stipulated timeframe, the petitioner would be entitled to additional 12% interest on the admissible dues right from 31.03.2025 till the date of payment. 9. This writ petition is hereby disposed of. 2026:JHHC:22569 4 10. Learned counsel for the petitioner is directed to add the GM (HR), JUSNL, Ranchi in the cause title of the writ petition as respondent no. 6 in red ink during the course of the day.
