JUSTICE SURAJ GOVINDARAJ ORAL ORDER 1. Petitioner is before this Court seeking for the following reliefs: a. Issue a writ of mandamus or any other appropriate writ, order or direction directing the Respondent authorities and the concerned Bank to disclose and quantify the specific amount, if any, alleged to be under dispute in connection with the investigation, and to review and - 3 - HC-KAR NC: 2026:KHC:29500 WP No. 5221 of 2026 regulate the debit freeze imposed on the Petitioner's bank account by retaining the identified disputed amount under lien or freeze, while permitting operation of the remaining funds to the limited extent strictly necessary for livelihood, medical treatment, statutory compliances, and essential financial obligations, pending disposal of the writ petition, subject to such safeguards as this Hon'ble Court may deem fit in the interest of justice. b. Issue a writ of mandamus or any other writ, order or directing the Respondents to place on record the precise legal authority, statutory provision, and written instructions, or order, if any, under which the continued debit freeze on the Petitioner's bank account is being enforced, within a time-bound period as directed by this Hon'ble Court. c. Be pleased to consider listing the present writ petition for urgent /early hearing, in view of the continuing debit freeze on the Petitioner's bank account causing serious hardship to livelihood, medical needs, and essential financial obligations. d. Pass such other and further order(s) or direction(s) as the Hon'ble Court may deem fit and proper in the light of facts and circumstances of the case, in the interest of Justice and equality. 2. A memo for withdrawal dated 16.06.2026 has been filed signed by the petitioner and counsel for the petitioner, which reads as under: "The petitioner above named humbly submits that they seek the leave of this Hon'ble Court to withdraw the present writ petition with liberty to initiate proceedings before this Hon'ble Court by filing appropriate petition. WHEREFORE, it is prayed that this Hon'ble Court may be pleased to take this memo on record, allow the petitioner to withdraw the Writ Petition and give liberty to initiate appropriate proceedings before this Hon'ble Court." - 4 - HC-KAR NC: 2026:KHC:29500 WP No. 5221 of 2026 3.
