Admittedly, the writ petition is filed in the year 2023. Thus on the ground of delay and laches, the writ petition is liable to be dismissed in view of the mandate laid down by the Hon'ble Apex Court in the case of Shivamma (Dead) by LRs v. Karnataka Housing Board and others reported in 2025 SCC Online SC 1969. 2.
