According to him, staffing pattern was enforced in every other State Department, pursuant to office memo dated 6.10.2015, as amended vide office memo dated 26.7.2016. Grievance raised by the petitioner is that benefit of said office memo is not extended to members of ministerial cadre serving in Uttarakhand Police. (3) A counter affidavit has been filed, enclosing therewith the recommendation made by Inspector General of Police (Personnel), Police Headquarters to the State Government, however the decision taken on such proposal is not known. (4) Learned Counsel for the petitioner submits that even though the proposal was submitted on 20.9.2022 to the State Government, however the matter is still pending consideration and final decision has not been taken. (5) Having regard to the facts and circumstances of the case, writ petition is disposed of by directing the Secretary, Home Department to take decision on the proposal dated 20.9.2022, as per law, within six months from the date of presentation of certified copy of this order.
