Learned State Counsel submits that an alternative remedy is available under the law and that the petitioner has not approached the authority concerned having jurisdiction in the matter. Accordingly, it is contended that the present petition is not maintainable. 2. At this stage, learned counsel for the petitioner submits that the petitioner may be permitted to withdraw the present petition with liberty to approach the competent authority before whom the jurisdiction lies, while raising all the grounds urged in the present petition. 3.
