THIS PETITION, COMING ON FOR ORDERS, THIS DAY, ORDER WAS MADE THEREIN AS UNDER: CORAM: HON'BLE MR. VIBHU BAKHRU, CHIEF JUSTICE and HON'BLE MRS. JUSTICE K.S. HEMALEKHA ORAL ORDER (PER: HON'BLE MR. VIBHU BAKHRU, CHIEF JUSTICE) 1. The complainant has filed the present complaint alleging willful disobedience of the order dated 27.01.2025 passed by the learned Single Judge of this Court in W.P.No.561/2025 (KLR-RR/SUR). 2. In terms of the said order, the learned Single Judge passed the following order: "i. The writ petition is hereby allowed. ii. The third respondent—Assistant Commissioner is granted a period of six weeks from today to take appropriate action by duly considering and deciding upon the petitioner’s representation dated 28.05.2024, as per Annexure-A1. - 3 - HC-KAR NC: 2026:KHC:28738-DB CCC No. 587 of 2025 iii. The third respondent—Assistant Commissioner shall take all necessary measures to retrieve and trace the missing file concerning the petitioner’s land records. Upon retrieval, he shall ensure that his counter signature is affixed without any further delay, thereby enabling the petitioner to secure the requisite conversion order from the Competent Authority. iv. Failure to comply with the above directions within the stipulated timeframe shall be viewed seriously and may invite further appropriate action as deemed fit by this Court." 3. The learned Additional Government Advocate appearing for the accused has filed a compliance affidavit dated 03.03.2026. It is pointed out that the complainant had filed a writ petition seeking consideration of her representations dated 28.05.2024 and 20.09.2024 and removal of flag (melu shahi) in respect of land measuring 2 acres including 4 guntas of kharab land falling in Survey No.117 and land measuring 4 acres including 10 guntas of kharab land falling in Survey No.118 at Kada Agrahara Village, Bidarahalli Hoblli, Bengaluru East Taluk. It is affirmed that the said the flag (melu shahi) in the Bhoomi software maintained by the Revenue Department has been removed. The accused has also enclosed an endorsement dated 27.02.2026 in this regard. 4. The learned counsel for the complainant submits that despite the same, the complainant is unable to upload the application for - 4 - HC-KAR NC: 2026:KHC:28738-DB CCC No. 587 of 2025 conversion of the subject land online. In this regard, the learned Additional Government Advocate submits that there is no impediment for the complainant doing so and if she faces any difficulty, she is at liberty to approach the concerned officials for any assistance. The learned Additional Government Advocate also submits that in terms of the circular dated 18.02.2026, there is no requirement for filing any application for conversion, the subject land now falls within the jurisdiction of the Town Planning Authority. 5. In view of the above, we are unable to accept that there is any willful disobedience of the order passed by the learned Single Judge of this court. The complaint is accordingly closed with liberty to the complainant to approach the concerned officer/Deputy Commissioner in case she faces any difficulty in using the Bhoomi software.
