Petitioners are residents of Rampur Raighati, Kabulpuri Rayghati, Bhikkampur, Bhikkampur Jeetpur in District Haridwar. According to them, due to change of course of river Ganga, a dispute arose whether the land is belonging to petitioners is situate in State of Uttarakhand or State of U.P. 3. It is further the case of petitioners that on their request, a joint inspection was carried out by a team of officers consisting of Revenue Authorities of both the States, in which boundary pillars were also erected. 4. The grievance raised by petitioners is that despite joint inspection, forest officials of State of U.P. are not permitting them to carry on agricultural operation on their land situate within State of Uttarakhand. 5. By means of this writ petition, petitioners have sought the following reliefs: “I. Issue a writ, order or direction in the nature of mandamus directing respondent nos.1, 2 and 4 to take action on the representation of the petitioner forthwith, as preferred by the petitioners on 17-07-2025 before respondent no.2 and 15-07-2025 before respondent no.4 (contained as Annexure Nos.6 to the writ petition). II. Issue a writ, order or direction in the nature of mandamus directing respondent nos.1, 2, 4 and respondent nos.5, 6 and 7 to conduct a joint survey of pillar nos.232 to 236 established by respondent no.7 at boundaries of Village Rampur Raighati Ahatmal, Tehsil Laksar, District Haridwar, Uttarakhand and Village Sabatwali, Tehsil Nazibabad, District Bijnor, Uttar Pradesh and to demarcate the boundaries of the aforesaid two 2026:UHC:87-DB revenue villages situated in two States and to settle the boundaries dispute finally of the aforesaid two Villages situated on the boundaries of two States. III. Issue a writ, order or direction in the nature of mandamus directing respondent nos.1, 2, 4 to provide adequate police protection for cultivating the land situated in Village Rampur Raighati Ahatmal, Tehsil Laksar, District Haridwar of which petitioners are Bhumidhars with transferable rights of Category-I against respondent no.7.” 6. Petitioners have made a joint representation on 17.07.2025, which is addressed to District Magistrate, Haridwar. Counsel for the petitioners submits that District Magistrate be directed to take decision on the representation. 7. Learned counsel for the petitioner submits that petitioners also need protection, as unscrupulous persons from State of U.P. are not permitting them to carry on agricultural operation. Learned State Counsel submits that if petitioners have any grievance, then they can file supplementary representation within two weeks. 8. Having regard to the facts of the case and also in view of the prayer made by petitioners, we dispose of the writ petition with direction to District Magistrate, Haridwar to take decision on representation dated 17.07.2025 (Annexure-8 to the writ petition), and the supplementary representation, as per law, within six weeks from date of presentation of certified copy of this order.
