Since common questions of law and fact are involved in these petitions, therefore, they are being heard and decided together. However, for the sake of brevity and convenience, facts of WPSS No. 927 of 2026 alone are being considered and discussed. 4. According to the petitioner he was engaged as Shiksha Mitra in a Primary School in District Haridwar in the year 2012, however, he is not being given regular appointment as Assistant Teacher, despite Government Order dated 16.08.2019. It is contended that petitioner possesses all requisite qualifications for regular appointment. 5. Learned State Counsel submits that petitioner has sought a writ of mandamus, but, he has not made any representation to the competent authority, therefore, the writ petition would not be maintainable. 2026:UHC:2394 6. Having regard to the facts of the case, the writ petitions are disposed of with liberty to petitioners to make separate representation to the competent authority. Petitioners shall enclose the certificates regarding the educational qualifications possessed by them with their respective representation. If petitioners make representation(s) within two weeks from today, decision thereupon shall be taken, as per law, within ten weeks thereafter.
