Having heard the learned counsel appearing for the parties, it is evident that the impugned notice dated 04.06.2026 is in the nature of a penal action against the petitioner. 4. In that view of the matter, I find force in the submission made by the learned counsel appearing for the petitioner that the petitioner is required to be heard in the matter. 5. Accordingly, the impugned notice dated 04.06.2026 at Annexure-R shall be treated as a show- cause notice, and the petitioner herein is required to file objections to the same within an outer limit of three weeks from the date of receipt of a certified copy of this order. - 4 - HC-KAR NC: 2026:KHC:28404 WP No. 17545 of 2026 6. Thereafter, Respondent No.3 is directed to take a decision in the matter in accordance with law.
