For the respondents : Mr. Pushpender Jaswal, Additional Advocate General. Ajay Mohan Goel, Judge (Oral) By way of this writ petition, the petitioner has inter alia prayed for the following reliefs:-
“i) To issue a writ of certiorari, or any other appropriate writ, order or direction in nature thereof, quashing Rule 13 of the H.P. Civil Services (Revised Pay) Rules, 2022 (Annexure P-1), Paragraph 10 of Office Memorandum dated 25th February, 2022 (Annexure P-2), impugned Office Memorandum dated 19th October, 2024 (Annexure P-7), to the extent that they authorise or implement a policy of paying the acknowledge arrears of 1 Whether reporters of the local papers may be allowed to see the judgment?
2 pay and pension revision benefits in instalments or in a deferred manner, holding such provisions/stipulations to be illegal, arbitrary. discriminatory, and unconstitutional. To issue a writ of mandamus, or any other appropriate writ,
order, or direction in nature thereof, thereof, directing the Respondents to forthwith release and pay to the Petitioner, the entire outstanding benefits of pay revision effective from 1st January, 2016, including arrears of pay, revised pensionary benefits, DCRG, commuted value of pension, and leave encashment along with revised DA, in lump sum, along with interest thereon @ 9% per annum from the date such monetary benefits became due till the date of actual payment, with all consequential benefits for all intents and purposes;”

Learned Counsel for the parties inform the Court that the matter with regard to similar issues has been heard and reserved by Hon’ble Coordinate Bench in CWP No. 8504 of 2025, titled as Madhu Deshta and others vs. State of Himachal Pradesh and others and connected matters.
3. Accordingly, as prayed for, this writ petition is disposed of with the direction that the adjudication by Hon’ble Coordinate Bench in above matter shall be binding upon the parties herein and
3 the parties shall abide by the final outcome thereof. Pending miscellaneous application(s), if any, also stand disposed of accordingly.
