(2) This writ petition is filed by Renaissance College of Hotel Management & Catering Technology, Nainital. According to petitioner, it is running Bachelor of Hotel Management course, after getting affiliation from Kumaon University, Nainital, with intake capacity of 60 students. Grievance of the petitioner is that out of 52 students, who have taken admission in Bachelor of Hotel Management course during academic year 2025-26, 11 have not been provided enrolment number by Kumaon University, due to which they were unable to fill the examination forms for ensuing semester examination, which is going to commence from 3rd of January, 2026. Relief sought in the writ petition is as follows: “1. To issue an appropriate writ, order, or direction and directing the respondent University to immediately allot enrolment numbers to the left out 11 students and permit them to appear in the semester examinations commencing on 3rd January 2026.” (3) Mr. Rajeev Singh Bisht, learned Counsel appearing for Kumaon University, on instructions, submits that every college is required to register names of its students on SAMARTH Portal, which was last opened from 9.12.2025 to 12.12.2025, and all colleges, including petitioner college, were 2026:UHC:25 duly informed and were asked to ensure registration of all students, however, due to laxity on the part of petitioner college, name of certain students could not be so registered. He further submits that earlier, SAMARTH Portal was being operated and maintained by the State Government, however, on 22.12.2025, State Government issued a directive allowing the University to operate the SAMARTH Portal. Therefore, he assures that petitioner college will be permitted to register names of 11 students on the SAMARTH Portal so that their enrolment number is also generated and they may be able to submit their examination form. (4) The writ petition is, accordingly, disposed of in terms of the statement made by Mr. Rajeev Singh Bisht, subject to petitioner college paying costs of ₹25,000 to Kumaon University today.
