Petitioner is before this Court seeking for the following reliefs: “Wherefore it is most humbly prayed to this Hon'ble High Court to: - “[I] Issue a writ of mandamus directing the respondent The Executive Engineer, National High Division, Shimoga to consider the representation dated 18/12/2023 vide Annexure-D given by the petitioner and pay a sum of Rs.1,33,23,127/- towards GST @ 12% for the period for 2018-19 to 2022-23; [II] Issue any other order, writ or direction to which the petitioner is found entitled to in the present facts and circumstances.” 3. The petitioner claims to be a successful tenderor who was issued a work order in pursuance of which the petitioner has carried out certain works and raised his bills. The bills not having been paid, the petitioner submitted a representation on 18.12.2023 at - 3 - HC-KAR NC: 2026:KHC:28347 WP No. 9393 of 2024 Annexure-D, which has not been considered and as such, the petitioner is before this Court. 4. Whenever any works are awarded by the State or its Authorities, it is required that the payments have to be made as per the agreement/work order. The representation being submitted on 18.12.2023 at Annexure-D is still remained unconsidered and no orders have been passed. 5. The respondents to consider the representation dated 18.12.2023 submitted by the petitioner at Annexure- D within a period of six weeks from the date of receipt of copy of this order.
