1. The report filed by the municipality is taken on record. According to the report, it transpires that the private respondent Nos. 6 and 7 are making addition and alteration to their existing Talli NS Asbestos shed building within their own premises. The report records that the construction is of G+2 storeyed building and no sanction building plan has been issued.
2. Having regard to the above and noting the submissions made by the learned advocate for the petitioners, I am of the view that the municipal authorities must ensure that no further construction takes place at the locale till the decision is taken by the municipal authorities in respect of the proceedings to be initiated by them under the provisions of Section 218 of the West Bengal Municipal Act, 1993 (hereinafter referred to as the said Act) and to bring such proceedings to a

logical conclusion on an expeditious basis preferably within a period of 6 weeks from the date of communication of this order.
3. Since the petitioners are complainants, the petitioners shall be heard while deciding the proceedings under Section 218 of the said Act.
4. With the above observations and directions, the writ petition is disposed of.
