Rajesh, learned counsel appearing on behalf of respondent Nos. 1, 2 & 3. It has been submitted by the counsel appearing for the applicant that the respondent No. 2, i.e. the earlier Chief Engineer, PHED has been retired from service during the pendency of this Contempt case and in his place, one, Shri Laishram Kirankumar has been posted as the Chief Engineer, PHED, Government of Manipur. In view of the above, it has been submitted that impleadment of the new incumbent, i.e. Shri Laishram Kirankumar, the present Chief Engineer of PHED as respondent No. 5 in the connected Contempt Case being Cont.Cas(C)No. 55 of 2025 is highly necessary. Rajesh, learned counsel appearing for respondent No. 2 submitted that he has information that the earlier Chief Engineer i.e. respondent No. 2 herein in the Contempt Case has been retired from service and in his place the said Shri Laishram Kirankumar has been appointed as the Chief Engineer of the PHED, Government of Manipur. In view of the submission made by the learned counsel appearing for the parties and on perusal of the records, this Court is of the considered view that the impleadment of Shri Laishram Kirankumar, the present Chief Engineer, PHED as respondent No. 5 in the connected Cont.Cas(C) No. 55 of 2025 is highly necessary. Accordingly, the impleadment application is allowed. Registry is directed to incorporate the name of Shri Laishram Kirankumar as respondent No. 5 in the said Cont.Cas(C) No. 55 of 2025 With the aforesaid directions, the present application is disposed of.
