By filing this writ petition, the petitioner has prayed for the following reliefs: a. For issuance of an appropriate writ(s) /order(s) / direction(s), in the nature of mandamus, directing the respondents especially the respondent no. 4-Deputy Collector Land Reforms to take final decision on the application filed by the petitioner for opening the Jamabandi of Khata No. 107, Plot No. 1880 of area 50 decimals and Khata No. 107, Plot No. 1806 of Area 65 decimals which have been allotted to the petitioner under the Bihar Bhudaan Yagya Committee and affirmed by the Jharkhand Bhudaan Yagya Committee, which is still pending before the respondent no. 4; b. For issuance of an appropriate writ(s) /order(s) /direction(s), directing the respondent no. 3-Sub Divisional Officer to take final decision on the basis of the application filed under Section 163 of the Bhartiya Nagrik Sanhita Act, 2023 taking into account the report submitted by the Circle Officer, Gawan dated 30.04.2026 which is still pending for decision before the respondent no. 3; c. For issuance of an appropriate writ(s) /order(s) 2026:JHHC:21239 2 /direction(s), directing the respondents that after opening Jamabandi of kindly take steps for issuance of rent receipts in favour of the petitioner; 3. It is the grievance of the petitioner that his application for opining of jamabandi in respect of Khata No. 107 Plot No. 1880 area 50 decimals and Khata No. 107, Plot No. 1806 area 65 decimals is pending before respondent no. 4-the Deputy Collector Land Reforms. 4. Mr. Dhanajay Kumar Dubey, learned counsel for the petitioner submits that suffice it would be if a direction is given to the respondent no. 4- the Deputy Collector Land Reforms, Khori Mahua, Giridih to dispose of the application of the petitioner. 5. Learned counsel appearing on behalf of the State submits that if the application is pending before the respondent no. 4- the Deputy Collector Land Reforms, his case will be considered. 6. Considering the submission of the parties, I direct the petitioner to approach the respondent no. 4- the Deputy Collector Land Reforms within a period of four weeks, who will consider the case of the petitioner after hearing the parties and will take a decision within 12 weeks thereafter. 7. If it is found that the petitioner is entitled for opening Jamabandi in respect of land in question, an appropriate order be passed. If the claim of the petitioner is rejected for any reasons whatsoever the reasons should be communicated to the petitioner within a period of four weeks thereafter. 8.
