The petitioner is before this Court seeking for the following reliefs: - 3 - HC-KAR NC: 2026:KHC:27492 WP No. 6693 of 2026 “WHEREFORE, under the above facts and circumstances of the case the Petitioner prays that this Hon'ble High Court be pleased to issue writ of mandamus directing the respondents to make payment of entire balance amount of Rs.59,87,857/- with interest of 24% from 3/7/2016 onwards till payment. (B) Alternatively, to consider the representations dated 28/11/2024, 19/5/2025, 16/10/2025 (Annexure D, E, and F) and make payment of entire balance amount of Rs.59,87,857/- with interest of 24% from 3/7/2016 onwards till payment. (C) Pass such other orders as may be deemed appropriate under the circumstances of the case, in the ends of justice”. 3. The grievance of the petitioner is that the petitioner having carried out the work in terms of the agreement dated 03.03.2014 and having raised the bills in respect thereto, the bills have not been paid. The representations submitted by the petitioner on 28.11.2024, 19.05.2025 and 16.10.2025 having not been considered, it is in that background, the petitioner is before this Court. 4. Whenever any works are allotted by the State, it is required for the State and its Authorities to make payment of the due amounts in terms of the agreement arrived at. - 4 - HC-KAR NC: 2026:KHC:27492 WP No. 6693 of 2026 5. In the present case, neither the representations have been accepted nor rejected by the respondents within a reasonable period of time. In that background, this Court passes the following ORDER (i) Writ petition is allowed. (ii) A mandamus is issued, the respondents are directed to consider the representations dated 28.11.2024, 19.05.2025 and 16.10.2025 and pass necessary orders within a period of four weeks from the date of receipt of copy of this order.
