For Petitioner in both W.Ps. : Mr.T.S.Mohamed Mohideen For R1 & R2 in both W.Ps. : Mr.S.Shaji Bino Special Government Pleader For R3 in both W.Ps. : Mr.H.Jasima Yasmin for M/s.Ajmal Associates C O M M O N O R D E R These Writ Petitions have been filed seeking issuance of a Writ of Certiorarified Mandamus to call for the records pertaining to the order passed in ROC No.14859/2022/M1 dated 10.01.2026, whereby the claim _____________ Page No. 2 of 6 https://www.mhc.tn.gov.in/judis W.P.(MD) Nos.6003 & 6004 of 2026 made by the petitioners to treat the Bachelor of Engineering Degree in Electronics and Communication Engineering (ECE) as equivalent to a Diploma or Bachelor’s Degree in Electrical Engineering was negatived by the second respondent on various grounds. 2. 2. When the matter was taken up for consideration, after notice, Mr.S.Shaji Bino, learned Special Government Pleader, brought to the notice of this Court that an identical issue had come up for consideration before a Coordinate Bench of this Court in W.P.Nos.12097 and 12522 of 2025 [R.S.Manoranjitham and others vs. The Principal Secretary to the Government, Municipal Administration and Water Supply Department and others] and that this Court, by an order dated 18.11.2025, had negatived the identical claims. This Court, in the said case, held as under: “4. Further, the petitioners had misunderstood the resolution No.11 in GO.Ms.No178 Higher Education (J1) Department dated 17.07.2015. It is very clear that the required educational qualification for the post of Work Inspector is that the candidate must possess Diploma in Civil Engineering or Mechanical Engineering or Electrical Engineering. Further, Electronics and Communication Engineering primarily focusses electronic circuits, communication systems, and maintenance of communication devices and electronic systems, and there is no direct involvement in _____________ Page No. 3 of 6 https://www.mhc.tn.gov.in/judis W.P.(MD) Nos.6003 & 6004 of 2026 providing basic infrastructure to the public under municipal administration. Electrical Engineering has a broader scope, encompassing areas such as power generation, transmission, distribution, and large-scale electrical infrastructure. This field plays a key role in delivering essential amenities to the public, such as electricity and other infrastructure development projects like street light maintenance and major water supply and UGSS scheme in Urban Local Bodies. Therefore, the petitioners misconstrued the educational qualification and wrote the examination. Hence, both the writ petitions fail and the same are liable to be dismissed.” 3. In the light of the above, this Court does not find any reason to re-adjudicate the issue. Since this Court has already considered the very same issue and the said decision is binding, the relief sought by the petitioners in these Writ Petitions cannot be granted. Hence, these Writ Petitions are liable to be dismissed. 4. Accordingly, these Writ Petitions are dismissed. No costs.
