Ajay Mohan Goel, Judge (Oral) By way of this writ petition, the petitioner has prayed for the following reliefs:- “a) The communication dated 06.01.2026, Annexure P-1, whereby the requests of the petitioners for their redeployment as Steno-typists in the H.P. Secretariat have been rejected may kindly be quashed and set aside. b) The communication dated 15.12.2025, Annexure P-2, whereby two posts of Steno-typist are sought to be filled up in the H.P. Secretariat by way of secondment basis ignoring the rightful, superior and preferential claim of the petitioners to the posts may 1 Whether reporters of the local papers may be allowed to see the judgment? 2 2026:HHC:32841 kindly be quashed and set aside being unjust, illegal, arbitrary and against the applicable Rules. c) The Respondent No.1 may kindly be directed to redeploy the petitioners against the posts of steno-typist in the newly created cadre in the H.P. State Secretariat.” 2. When this case was listed before the Court on 23rd of February, 2026, the following order was passed:- “CWP No. 1864 of 2026 Notice. Mr. Rajat Chauhan, learned Assistant Advocate General and Mr. Kush Sharma, learned Counsel, accept notice on behalf of respondents No. 1 and 2, respectively. Reply, as prayed for, within a period of two weeks. List on 12.03.2026. CMP No. 2463 of 2025 Notice and reply in above terms. Till further orders, two posts of Steno Typist shall be kept vacant in the Himachal Pradesh Secretariat, prayer for deployment on secondment basis qua which of the petitioners stands rejected.” 3. Today, learned Additional Advocate General apprises the Court that in terms of notification dated 06.07.2026, Rules regulating the method and recruitment and conditions of service of Steno Typist, Group C employees have been amended by the Department of Personnel, Secretariat Administration Service-1. 3 2026:HHC:32841 These Rules have been framed and notified on 06.07.2026 which are to come into force from the date of their publication in the Rajpatra. 4. In the light of this development, as prayed for, this writ petition is disposed of with the direction that the respondents, if they intend to fill up the two posts, which earlier were being intended to be filled up by way of secondment, can be filled by the department by way of a fresh process in terms of the Recruitment and Promotion Rules which have now been notified on 06.07.2026.
