JUSTICE NELSON SAILO ORDER Date : 06.02.2026 This is the second time the petitioner is before this Court. The petitioner is Bajali Teachers Training College situated at Patacharkuchi and since their Page No.# 3/4 application for grant of permission to introduce 4 years Integrated Teachers Education Programme by the Eastern Regional Committee, NCTE in its 354th meeting held on 10.12.2024 was not given, the petitioner filed the first writ petition before this Court i.e., WP(C)/7389/2025. The writ petition was disposed of vide order dated 19.12.2025 by giving liberty to the petitioner to file an appeal in terms of Section 18 of the NCTE Act 1993. Pursuant to the disposal of the writ petition in the above manner, since the petitioner was not provided with the portal link to file such an appeal, the petitioner is again before this Court. [2.] On 30.01.2026 when the matter was listed, Mr. I. Alam, learned counsel for the respondents prayed for some time to obtain instructions in the matter. Today, the learned counsel submits that the input received from the IT Division with regard to the portal link for filing appeal has been provided. The portal link produced by Mr. I. Baruah, learned counsel for the petitioner submits that the petitioner will file the appeal in the aforesaid portal link and some timeframe may be fixed for disposal of the appeal. [4.] Mr. I. Alam, learned counsel submits that since hearing would be required including other processes, therefore, 90(ninety) days time may be given for consideration and disposal of the appeal in terms of Rule-11 of NCTE Rules, 1997. [5.] In view of above, the writ petition stands disposed of by giving liberty to the petitioner to file the appeal in the above portal and the respondent authorities upon receipt of the appeal shall consider the same and dispose it of as expeditiously as possible within a outer limit of 90(ninety) days from the date of receipt of the appeal. [6.] It is also provided that since the Integrated Teachers Education Programme for the Academic Session 2025-26 is due to start shortly, the respondent authorities shall make an endeavour to dispose of the appeal before the outer limit.
