Robert, learned Dy. Government Advocate on behalf of the State petitioners; Mr. Ng. Jotindra Luwang, learned counsel along with Ms. W. Gitarani, learned counsel for respondent Nos. 1 to 16 (writ petitioners); and Mr. Y. Gyananda, learned counsel on behalf of Mr. S. Suresh, learned counsel for respondent No. 17 [Office of the Principal Accountant General (A&E), Manipur]. [2] The State petitioners have preferred the present review petition being aggrieved by the order dated 20-02-2024 in WP(C) No. 48 of 2024 with MC(WP(C)) No. 22 of 2024. Even though other grounds are raised in the review petition, the State petitioners are aggrieved by the observation made by the Court in para No. 4 of the order stating that the respondents in WP(C) No. 48 of 2024, especially the State respondents are agreeable to the submission made by the learned counsel for the petitioners. In para 3 of the order, the learned counsel for the writ petitioners submits that the writ Review.Pet. No. 2 of 2026 petition may be disposed of by directing the respondents to complete the preparation of the pension papers of the writ petitioners in terms of the letters dated 06-02-2024. The main ground in the writ petition is that the learned Government counsel has no written instructions from the Department to accept the submission of the writ petitioners. [3] When the matter was taken up on 31-03-2026, learned Government Advocate submits that he may be given some time to take instructions about the status of the letters dated 06-02-2024 submitted by the Director of University & Higher Education, Government of Manipur for processing the pension papers for respondent Nos. 1 to 16 (writ petitioners). [4] During the course of hearing, Mr. Y. Ashang, learned Government Advocate for the State petitioners, submits a letter dated 02-04-2026 issued by the Joint Secretary (Hr. & Tech. Edn.), Government of Manipur to Mr. Phungyo Zingkhai, learned Dy. Government Advocate (HC), Manipur in connection with the present Review.Pet. No. 2 of 2026 stating that the pension papers with respect to 16 respondents (writ petitioners) are in the Office of the Accountant General (A & E), Manipur for further process. The letter dated 02-04-2026 along with enclosures is taken on record. [5] Mr. Ng. Jotindra Luwang, learned counsel for respondent Nos. 1 to 16 (writ petitioners), draws the attention of this Court to the letter dated 10-05-2024 issued by the Senior Accounts Officer (Pension) of Office of the Principal Accountant General (A&E), Manipur to the Under Secretary (Pension Cell), Government of Manipur and Secretariat, Finance Department (PIC), Government of Manipur acknowledging the receipt of the requisite pension papers for the 16 respondents/writ petitioners. Review.Pet. No. 2 of 2026 [6] This Court has perused the material on record. The order dated 20-02-2024 in WP(C) No. 48 of 2024 was passed without deciding on merit the issue raised in the writ petition. The Director of University & Higher Education, Government of Manipur has submitted the pension papers of respondent Nos. 1 to 16 (writ petitioners) to the Pension Cell, Government of Manipur. The Pension Cell has submitted all the requisite papers for processing of the pension of the 16 respondents/writ petitioners to the Office of the Principal Accountant General (A&E), Manipur. The case for review is not made out as this Court does not decide any dispute between the parties. In the circumstances, the review petition is closed. However, it is clarified that this Court does not express any opinion in the ground raised in the review petition.
