The petitioner has filed the instant petition seeking issuance of an appropriate writ, order, or direction directing respondent No. 2 to consider and decide the petitioner’s application dated 20.03.2026 for grant of connecting/link permit from Bharridand to Pendraroad with permanent inter-state stage carriage permit bearing No. CG2026-SC-0265A for the route Bharridand to Padore via Danikundi, Marvahi, Kotma, Badra, Parasi and one return trip daily, in accordance with law. 2. Learned counsel for the petitioner submits that the petitioner had applied for an Inter-State Permanent Stage Carriage Permit for the route ABHISHEK SHRIVAS Digitally signed by ABHISHEK SHRIVAS Date: 2026.05.21 18:21:56 +0530 2 Bharridand to Padore, and thereafter the same was granted in favour of the petitioner. Thereafter, the petitioner submitted an application dated 20.03.2026 for grant of a connecting/link permit in respect of the aforesaid Permanent Stage Carriage Permit for the route Bharridand to Pendraroad, as the vehicle of the petitioner is lying vacant. It is further submitted that the OTP for payment of fees has not been provided by the authorities, therefore, the petitioner could not deposit the requisite fees. However, the petitioner undertakes to deposit the same immediately upon receipt of the OTP and is ready to abide by all the conditions that may be imposed while considering the application of the petitioner. It is pertinent to mention here that the route for which the petitioner is seeking a link permit on the same vehicle is a regional route, therefore, the application has been submitted before the RTA, Raipur (C.G.). It is also submitted that the petitioner has submitted several reminders for consideration of his application, but till date no action has been taken by the respondent authorities. 3. On the other hand, learned State counsel opposes the prayer made by learned counsel for the petitioner in the present petition. 4. I have heard learned counsel for the parties and perused the documents appended thereto. 5. From the perusal of the pleadings and submissions advanced by learned counsel for the parties, it transpires that the petitioner had applied for an Inter-State Permanent Stage Carriage Permit for the route Bharridand to Padore, and the same was subsequently granted in favour of the petitioner. Thereafter, the petitioner submitted an application dated 20.03.2026 seeking grant of a connecting/link permit in respect of the aforesaid Permanent Stage Carriage Permit for the route Bharridand to 3 Pendraroad, as the petitioner’s vehicle is lying vacant. It is further transpired that the OTP required for payment of the requisite fees has not yet been provided by the authorities, due to which the petitioner could not deposit the said fees. However, the petitioner undertakes to deposit the requisite fees immediately upon receipt of the OTP and further undertakes to abide by all such conditions as may be imposed by the competent authority while considering the petitioner’s application. 6. Considering the fact that the petitioner had applied for an Inter-State Permanent Stage Carriage Permit for the route Bharridand to Padore and the same was granted in favour of the petitioner, and further considering that the petitioner thereafter submitted an application dated 20.03.2026 seeking grant of a connecting/link permit in respect of the aforesaid Permanent Stage Carriage Permit for the route Bharridand to Pendraroad, which is still pending before the competent authority without any decision thereon, this Court deems it appropriate to direct the concerned authority to consider the petitioner’s grievance. 7. Accordingly, respondent No. 2/Secretary, Regional Transport Authority, Durg, is directed to facilitate issuance of the OTP required for deposit of the requisite fees and thereafter consider and decide the petitioner’s application dated 20.03.2026 for grant of a connecting/link permit for the route Bharridand to Pendraroad, strictly in accordance with law, within a period of 30 days from the date of receipt of a copy of this order. 8.
