Joint Director, Directorate of Sports & Youth Services, Maharashtra State, Pune addressed communication dated 13th October, 2026 to Secretary General Wushu Association of India, New Delhi, pointing out serious illegalities and irregularities in the administration of Wushu Association in the State of Maharashtra. It is stated as follows: “I am writing to bring to your urgent attention the highly chaotic and critical situation currently surrounding the administration of Wushu 2026:BHC-AUG:49246-DB {2} ca12093-26.doc in the state of Maharashtra. This ongoing turmoil is severely impacting the sporting careers, academic prospects, and future of hundreds of young athletes across the state. Currently, the administration of Wushu in Maharashtra has fallen into deep disarray due to the formation of multiple conflicting factions and groups. We have received numerous grave complaints from multiple districts alleging that the All Maharashtra Wushu Association (AMWA) has intentionally sidelined legitimate District Wushu Associations. It is further reported that these recognized bodies are being replaced with unverified or dummy district association members for the explicit purpose of manipulating the upcoming election. This high handedness has caused immense frustration and divided the sports community in the state. Consequently, this administrative dispute and allegations of irregularities have led to legal interventions. The matter reached the Charity Commissioner of Maharashtra State (Pune) and active proceedings under Section 41A and Section 41B are currently ongoing. Furthermore, departmental inquiries regarding administrative and financial irregularities are also being conducted by the Sports Department of the Government of Maharashtra. With these legal battles and internal conflicts ongoing, the organization of essential district-level, state-level, and school-level Wushu tournaments will hit a complete bottleneck, if not resolved immediately. The players will lose crucial opportunities to participate in national games, and their academic year and sports grace marks will be jeopardized, violating the core principle that the “interest of players is supreme” as recognized by the National Sports Code and various judicial rulings. Therefore, to execute the upcoming school, district and state level {3} ca12093-26.doc Wushu competitions in a smooth, professional and conflict free manner, it is highly recommended and suggested that an Expert Committee be immediately constituted under your guidance to regulate the state’s Wushu affairs. To ensure the highest level of integrity, neutrality, and professional competence, this Expert Committee should comprise: 1. Sports Awardees : Eminent sports personalities and state award winners (Such as Shiv Chhatrapati Awardees) from Maharashtra. 2. Games Experts : Senior Wushu coaches and technical experts with proven track records. 3. National / International Officials : Qualified Wushu referees, judges and official from Maharashtra who hold national or international accreditations. This expert committee will operate dynamically in the state scenario to run all upcoming competitions and selections smoothly, ensuring that athletes can compete in a positive environment free from political or administrative conflict. In light of the player’s best interest, we request you to take an immediate, positive decision on this proposal and initiate the formation of the Expert Committee at the earliest” 2. In the light of the above letter, we are not inclined to accept the request of the Applicant seeking declaration of the result of the event held during 4th to 8th September, 2026. {4} ca12093-26.doc 3. In the interest of Wushu spots and in view of the aforesaid letter, we direct the Joint Director, Directorate of Sports, Youth Services, Maharashtra State Pune to conduct selection as was conducted by the Applicant from 4th to 8th September, on 22nd, 23rd and 24th October, 2026, by giving wide publicity to such event and by appointing committee of Sports Awardees, Games Experts, National or International officials, qualified Wushu referees judges and official from Maharashtra who hold national or international accreditations. The candidates selected in this event will represent the State of Maharashtra in the national events, to be held by Wushu Association of India. 3. For the aforesaid reasons, the Civil Application is dismissed. 4. List the Writ Petition on 26th October, 2026 for further consideration. [ ABASAHEB D. SHINDE ] [ NITIN B.
